Original WG Ballot failed due to lack of voting quorum; Resolution of Comments completed; Draft revised and reissued with Final WG Ballot Report and 2nd WG Ballot. WG ballot passed with negative for resolution. Final WG Ballot Report issued and Original SC Ballot in progress. Original SC Ballot being kept open due to lack of quorum and full Steering Committee Member appointments.
